Provides legal advice to the Civil Service Commissioner and to units of the Commission, to the Deputy Directors, to management and the human resources staffs of the Ministries and their associated units, and to the legal advisors of the Ministries and their associated units.
Legal advice is provided regarding questions originating in the Basic Laws, primary and secondary legislations, agreements, collective arrangements, the Takshir and labor and administrative law, including drafting of letters and other documents having a legal nature, in the fields of group work relations and legal claims made by individuals.
Handles proposals for laws regarding the Civil Service, drafting of general legislation, Government decisions, Takshir provisions and other matters relating to the work of the Commission and the Civil Service Committee.
Communicates with the State's Attorney, representing the State's position in handling various claims and in the following legal proceedings: the Courts, institutions for arbitration, personal claims of government employees and in connection with labor disputes relating to collective agreements.
Represents the Civil Service Commission on various public committees and other public bodies in the legal field, including Ministerial committees, Knesset committees, inter-Ministerial teams, and the like.
