Substitutes for the Civil Service Commissioner in his absence (subject to appointment under the Law).
Serves as the Service's Chief of Staff. Coordinates the professional factors in accordance with policy and the directives of the Civil Service Commissioner.
Represents the Commissioner in Government and institutional forums and in Inter-Ministerial Committees.
Responsible for:
implementing efficiency programs, outside sources, structural changes and specific services in the Civil Service, advancement of goals for the improvement of procedures and work of the Civil Service staff in accordance with the policies of the Government and the Civil Service Commissioner.
Supervises the advancement of reforms in the Civil Service in the field of human resources management.
Responsible for central control over matters and areas determined by the Civil Service Commissioner.
Represents the Commission in Ministerial and Knesset Committees and in discussions in the Ministry of Finance, and participates in wage negotiations with professional organizations.
