The Civil Service Commissioner is appointed by the Government in accordance with Section 6 of the Civil Service Law (Appointments) 5719-1959 (see Paragraph 11.961 of the Takshir), and is responsible for general management  of the Commission.

The Commissioner serves as the Chairman of:

a)   The Service Committee, whose tasks are detailed in Paragraph 03.12 of the Takshir;

b)   the Appointments Committee for appointments to the positions of General Manager or one of the other positions detailed in the Appendix to the Civil Service Law (Appointments) 5719-1959, as set forth in Paragraph 11.963 of the Takshir
